can I use MSDE on remote server?

If you mean you want to access data in a database of MSDE, which is located
on other computer, then yes, if your computer has network connection the
that computer. It is more network thing than MSDE itself. Say, the the
network is LAN, and you have control on it, you can easily connect MSDE, if
it is WAN/Internet, it is rare that you directly connect to it (but you can,
with necessary network configuration), rather you may often indirectly
connect to it, say, through web application.
